Does God orchestrate suffering for our ultimate good, as part of his plan for our lives, or does God respond to. .

Does God orchestrate suffering for our ultimate good, as part of his plan for our lives, or does God respond to our suffering and seek to heal us from its influence? In other words, should we accept suffering as "inside" God's master plan for our lives, or somehow "outside" of that plan? . Over and over we are commanded to love God, to love others as ourselves, to pursue justice, to walk in mercy, to do righteousness, and so on. We have a duty to serve God and follow the truth.
