Levine is not trying to reinvent the wheel. He primarily advocates for more institutional funding and support for these initiatives that have already been proven to work. Once the support is in place, trained people will know how to kick off the process. I think why I really enjoyed this book though, is because Peter Levine is a libertarian and just doesn't know it yet.
