Sir Herbert Hope Risley KCIE CSI (4 January 1851 – 30 September 1911) was a British ethnographer and colonial administrator, a member of the Indian Civil Service who conducted extensive studies on the tribes and castes of the Bengal Presidency. He is notable for the formal application of the caste system to the entire Hindu population of British India in the 1901 census, of which he was in charge.

Sir Herbert Risley, . Meyer, Richard Burn and . Cotton compiled the monumental twenty-six volumes Imperial Gazetteer of India after Hunter’s death. The first four volumes are devoted to descriptive, historical, economical and administrative aspects of the Colony. Volumes five to twenty-four go from A to Z, describing district by district and town by town. The twenty-fifth volume is an Atlas and the twenty-sixth an Index. This collection is also included in the collections Gazetteers of British India, 1833-1962 and Gazetteers of British India: Imperial Gazetteer.
